answers call second time

my phone will not answer a call the first time i have tried factory reset but to no avail

Can you please elaborate a bit? 

Try to change network mode from LTE/WCDMA/GSM to any of the other under settings  > more > mobile network > network mode. Restart the phone and try again. Otherwise I suggest that you try with another SIM card.
