Having struggled to get Dolby Vision setting to come up as option on Apple tv and having upgraded to 2 Belkin 4/8K ultra high speed cables ( 1 between apple tv and Receiver, other from Receiver to Arc hdmi on tv) I finally connected Apple TV directly to TV via hdm1 # 1 . Apple tv came up instantly asking " Do you want to try Dlby Vision". Arc cable from tv passes Atmos to receiver no problem.
